Under Decision No. 1922/QĐ-BXD dated October 31, 2025, the Minister of Construction approved the detailed development plan for land and water areas of the Bà Rịa – Vũng Tàu port region for the period 2021-2030, with a vision toward 2050. This decision took effect from the date of signing, October 31, 2025.

Capital needs and investment orientation: The total projected investment by 2030 is approximately VND 81,841 billion, including:

Public maritime infrastructure: ~VND 5,131 billion

Ports (cargo handling services): ~VND 76,710 billion
Key projects include the expansion of the Cái Mép – Thị Vải channel, completion of anchorage and storm shelter systems, maritime traffic supervision (VTS), development of Cái Mép Hạ port, and Vũng Tàu international passenger port. The plan envisions developing Bà Rịa – Vũng Tàu into an international logistics hub, focusing on expanding key infrastructure and attracting significant resources to enhance port operation capacity.
Policy and implementation measures in line with Decision No. 1579/QĐ-TTg (September 22, 2021) and No. 140/QĐ-TTg (January 16, 2025) include:

Mechanism & policy: Encourage synchronized investment of industrial zones with port infrastructure; improve pricing and fee policies; study the “open port” model for Cái Mép – Thị Vải.

Capital mobilization: Diversify domestic and foreign resources, promote socialized investment, enhance the role of enterprises in sharing responsibilities.

Science & technology: Prioritize green ports, smart ports, and digital transformation in management and construction.

Human resources: Enhance training and attract high-quality personnel.

International cooperation: Strengthen investment promotion and international collaboration.

Organization & supervision: Increase inspection and supervision to ensure investment aligns with the plan and infrastructure is synchronized; build a “logistics ecosystem” and a centralized data warehouse with a digital port system map.
The Vietnam Maritime Administration is responsible for supervising the implementation of the plan, while Ho Chi Minh City People's Committee updates local plans to align with the approved port development plan, arranging land and connecting infrastructure accordingly. These measures aim to create a favorable legal and investment framework, promote green and smart ports, and ensure synchronized management and sustainable development of the regional port system.
Legal perspective: The plan opens significant investment opportunities in port infrastructure, especially for green and smart port models. Enterprises need to proactively update new incentive mechanisms while fully complying with legal regulations on land, environment, and sustainable development according to the national port planning framework.
