Starting July 1, 2025, all organizations operating in Vietnam—including FDIs, representative offices, and branches of foreign traders—are required to implement ?????????????? ?????????? ?????????????? (???) in order to carry out administrative procedures such as business registration, investment amendments, taxation, insurance, and labor-related filings.
For companies whose legal representatives are foreign nationals, this may present a challenge, as the system for issuing personal eIDs to foreigners has not yet been finalized.
?? ???? ???????? ?? ???????? ?? ??????? ?????????????? ?????????? ?? ???? ????, particularly involving changes to business or investment registration, it is strongly advised to:
? ?????? ???? ??????? ????? ??????????????, especially individuals who may not yet meet personal eID requirements.
? ???????? ?????????? ?? ?????? ? ?????????? ???????? as a co-representative if needed for compliance.
? ??????? ????? ??????????? such as the Department of Planning and Investment to stay informed on updated processes.
? ?????? ???? ???????? ???????????? ?? ????? ???????? to align with peer best practices and regulatory updates.
? ??????? ???????? ????? ????????????? ?? ???????, including draft registration changes, board resolutions, and power of attorney if necessary.
Additionally, to ensure legal clarity and compliance, businesses are encouraged to consult with legal experts or Altas to clearly define ??? ?????? ??? ???????????????? ?? ????? ???????????????. Any newly appointed representative should be added solely for the purpose of satisfying legal requirements, and not to change internal decision-making structures unless explicitly intended.
Taking these steps can help minimize disruption and ensure compliance with Vietnam’s digital governance regulations.
