DECREE NO. 24/2025/ND-CP STRENGTHENING THE PROTECTION OF CONSUMER PERSONAL DATA

On February 21, 2025, the Government issued Decree No. 24/2025/ND-CP ("Decree 24"), amending and supplementing a number of provisions of Decree No. 98/2020/ND-CP ("Decree 98") on administrative sanctions for violations in commercial activities, production and trading of counterfeit and prohibited goods and protection of consumer rights. Decree 24 takes effect from February 21, 2025 with many important new points to tighten the management of commercial transactions in cyberspace as well as improve the quality of personal and consumer data protection.

Guidance for the registration of Direct Power Purchase Agreement (DPPA) issued by National Electricity System and Market Operation (NSMO) Company Limited of Vietnam

On August 2024, Deputy Prime Minister Tran Luu Quang has signed Decision No. 752/QD-TTg of the Prime Minister on separating the National Electricity System Dispatch Center (A0) from the Electricity of Vietnam (EVN) and the policy of Founding the National Electricity System and Market Operation Company Limited (NSMO) under the State Capital Management Committee at Enterprises. The NSMO is responsible for being the national power system dispatching unit, operating electricity market transactions according to the provisions of the Electricity Law and related laws, and the charter capital of NSMO at the time of its founding is 776 billion VND. On 31 December 2024, the NSMO has released an Official Dispatch No. 1543/NSMO-TTĐ on Guidance for participation in the Direct Power Purchase mechanism (DPPA) between Power Generation Units from renewable energy sources and Large Electricity Consumers with attached appendices.

The Draft 2025 specifies the roles and responsibilities of key parties, such as judges, administrators, creditors, and debtors, and details the steps involved in initiating and managing these proceedings, including timelines and appeals. It also covers asset and liability management, debt repayment priority, and the circumstances under which proceedings can be stopped or dismissed.
