From 1 July 2025 – A New Milestone for Digital Identity Compliance
Great news for foreign nationals and FDI businesses operating in Vietnam!
Starting 1 July 2025, under Decree 69/2024/NĐ-CP, foreigners residing in Vietnam will be eligible to register for VNeID Level 2 accounts — Vietnam’s official e-identification platform.
From this date, all enterprises in Vietnam must use the Level 2 e-ID accounts of their legal representatives to access public services and fulfill administrative procedures, including tax filings. For FDI enterprises, this means their foreign legal representatives must hold a VNeID Level 2 account to comply with government digital processes.
🔍 What’s Happening?
On 16 June 2025, the Ministry of Public Security (MPS) launched a nationwide high-priority campaign to implement e-ID issuance for foreigners.

The e-ID system is expected to go live on 1 July 2025.

A 50-day national rollout (until 19 August 2025) will follow to facilitate account registration for eligible foreigners.

The move directly addresses long-standing concerns from FDI companies whose legal representatives could not previously register.
⚠️ What if we can't register in time?
Recent guidance from Tax Authorities confirms:
✔️ FDI companies can continue to use existing login credentials for tax and administrative tasks until e-ID issuance is complete.
✔️ No penalties will apply to FDI enterprises unable to register e-IDs for foreign legal representatives by 1 July 2025.
To facilitate the issuance of Level 2 e-ID accounts for foreign nationals and organizational e-ID accounts for foreign-invested enterprises, companies are advised to guide foreign nationals to carry out the following procedures to ensure a smooth and efficient process:

Step 1: The foreign national must register a mobile phone number under their own name with a mobile network provider (the SIM card must be registered in their name).

Step 2: Register for Level 1 e-ID (in accordance with Article 11 of Decree 69/2024 on electronic identification and authentication). Foreign nationals shall use the National e-ID Application to enter passport number or another valid international travel document number, and their registered email address or mobile phone number (if available); declare all required information as instructed in the app; capture a facial photo using a digital device; and submit a request for issuance of an e-ID account to the Electronic Identification and Authentication Authority via the app.

Step 3: Prepare complete and accurate information in the Request Form for issuance of e-ID account (Form TK01) as provided in Decree 69/2024.

Step 4: Visit the Immigration Management Authority to complete the Level 2 e-ID process and receive guidance on organizational e-ID procedures once notified by the Immigration Authority.
